CAT/Actualment, en un context de canvi, els ajuntaments prenen decisions político-tècniques que no sempre són prou eficients i satisfactòries. Com a conseqüència, els ciutadans no es fan seus molts dels projectes i accions que en deriven d’aquestes decisions creant una escletxa entre la ciutadania i els seus ajuntaments. El repte et planteja com ha de ser el canvi de paradigma cultural en la presa de decisions dels ajuntaments del nostre territori que faciliti que tots els agents que construeixen les polítiques públiques col·laborin, s’escoltin i generin sinèrgies.

ENG/ Currently, in a context of change, city councils take political-technical decisions that are not always efficient and satisfactory enough. Consequently, the citizens do not take ownership of the projects and actions that derive from these decisions creating a gap between the citizens and their town councils. The challenge is how to change the cultural paradigm in the decision-making of the local city councils where all the agents that build public policies collaborate, listen to each other and create synergies.

Background

CAT/El món global i local està canviant ràpidament i aquests canvis tenen impacte en la presa de decisions i en la governança. Però, què demana exactament aquests canvis? Hi ha indicadors que assenyalen la necessitat d’una major escolta i un apropament genuí a la ciutadania. Un dels indicadors és la disminució progressiva dels votants i del nombre de membres de partits polítics durant diverses dècades. Hi ha una pèrdua de direcció de la democràcia representativa. Cal, doncs, trobar nous mètodes operatius i diferents maneres d’abraçar la inclusió. Un altra símptoma significatiu és la transformació de la presa de decisions en la resolució de problemes. Això implica que en el futur, els responsables de la presa de decisions, proveïdors d’informació i proveïdors de solucions (polítics, tècnics i ciutadans) hauran d’aprendre els uns dels altres. Per lo que, en lloc de prendre decisions puntuals sobre assumptes, caldrà un compromís per a fer un viatge conjunt d’aprenentatge i desenvolupament. En aquest context, és fonamental construir espais d’interacció i connexió entre polítics, tècnics i ciutadans en el marc d’una democràcia de proximitat que sigui funcional i que ajudi a mantenir l’equilibri en un món globalment interdependent.
Per altra banda, el sentit de la comunitat creat per la tecnologia i la capacitat dels humans de col·laborar directament uns amb els altres permeten una participació sense precedents a la societat. Això pot provocar por, recel i inestabilitat en alguns casos. Alhora, les noves aplicacions tecnològiques també afavoriran l’enfortiment de la presència local i d’un sentiment físic de comunitat. Aquesta nova realitat obra l’oportunitat de construir una nova forma de presa de decisions més propera que integri tots els agents implicats, incloent, la ciutadania.

ENG/ The global and local world is changing rapidly. These changes have an impact on political decision-making and good governance. But what are these changes required? There are indicators that point to the need for greater listening and genuine rapprochement with citizens. One of these is the progressive decrease voter turnouts and the number of political party members during last decades. So, there is a loss of leadership of representative democracy. Therefore, new operating methods must be found, and inclusion must be supported. Another significant symptom is the progressive becoming of decision-making into problem solving. So, in the near future the decision-makers, information providers and solution providers (politicians, technicians and citizens) should learn from each other. Instead of making one-off decisions on matters, we should be committed to taking a joint journey of learning and development. In this context, it is essential to encourage the interactions between politicians, technicians and citizens in the framework of a functional grassroot democracy to maintain equilibrium in a globally interdependent world.
On the other hand, the sense of the community created by technology and the ability of humans to collaborate directly with each other allow unprecedented participation in society. This can cause fear, distrust and instability in some cases. At the same time, the new technological applications will also promote the strengthening of local presence and a physical feeling of community. This new reality is the opportunity to build a new form of more effective decision-making closer to citizens that integrate them in all possible phases and areas.

Challenge

CAT/En el context actual, cal revertir la desafecció de la ciutadania cap a la política de proximitat així com la percepció dels polítics de l’apoderament ciutadà com una amenaça per trencar recels i sumar esforços. És necessari trobar mecanismes per a que els tres pilars en la construcció de polítiques públiques (ciutadans, polítics i tècnics) prenguin consciència de la necessitat de comptar els uns amb els altres. Tenint això present, com es poden escoltar en profunditat les expectatives i desitjos reals de la ciutadania? Com hauria de ser la cultura de la presa de decisions dels polítics i els tècnics d’un ajuntament per generar projectes i iniciatives amb un impacte real i satisfactori?

ENG/ The disaffection of citizenship must be reversed towards the proximity policy as well as the perception of the politicians of the citizen empowerment as a threat. It is needed to eliminate suspicion and join forces. It is necessary to find mechanisms for the three pillars in the construction of public politicians (citizens, politicians and technicians) so that everyone become aware of the need to count on others. With this in mind, how can be listened in-depth the expectations and real desires of citizens? How should be a more effective culture of political decision-making to generate projects and initiatives with a real and satisfactory impact?
